The fast-paced advance of computing and networking technologies continue to put pressure on the traditional manner in which individuals, companies and governments communicate and interact. This is true also in the area of IT software applications development carried on by the U.S. Government (USG). Traditional, sequential methodologies of IT project management have given way to more flexible and resilient adaptive or modular development practices. However, the traditional acquisition practices of the USG continue to lag behind in its ability to support the rapidly changing requirements and reduced delivery periods of the adaptive IT program lifecycle model.
