Explore the application of FAR 16.505 to the fair opportunity and task order process for purchasing telecommunications and IT services from GSA's Enterprise Infrastructure Solutions (EIS) vehicle. Topics include the Delegation of Procurement Authority (DPA), fair opportunity solicitations and awarding task orders. Special emphasis will be given to transitioning services from GSA's Networks, WITS 3 and regional Local Service Agreements to EIS.

EIS is planned to be the contract vehicle offering telecommunications and IT solutions. EIS is designed to provide continuity for the Networx and the Regional Local Telecommunications Services contracts as they expire and to meet the demand for new and emerging services. EIS will provide voice, video and data transport services, as well as hosting services, cloud services, call centers associated labor services, cable & wiring and network & security equipment.

Learning Objectives:

  • Understand the requirements for agencies' contracting officers to have a Delegations of Procurement Authority (DPA) from GSA to use EIS
  • Investigate several case examples for applying FAR 16.505 to the fair opportunity and task order process for purchasing telecommunications and IT services from EIS
  • Define the level of effort to ward and administer task orders on EIS within the context of transitioning all the agencies' telecommunications services from expiring GSA contract by May 2020
  • Understand the ordering process and options available to agencies to make informed decisions and resource planning for using EIS
